A 14-year old boy had to be brought last night, 29 December 2007 at 11.30 pm, to hospital due to alcohol intoxication, even if in South Tyrol, on November 2005 a new law, Law “omnibus”, that prohibits the administration of alcohol to youth under 16 was issued to reduce the accidents caused under the effect of alcohol and the related risk of ethylic coma for young people. This law foresees a sanction of 75-300€ for those who do not respect the law.

It happened all in a moment after some guys dialled 118: very soon blue lights were lightening in the darkness and a noise of sirens overwhelmed the crown standing outside of the pub. The blue light and the sirens of the ambulance and two patrols of the Carabinieri stopped when they reached the night pub. A young 14 year old boy was assisted by the white cross rescuers and brought to the ambulance parked in proximity, while the policemen listened to the witnesses. It seemed that the teenager had injested a big quantity of alcohol, so that the really first thing that the rescuers had to do, was to check how critical the situation of the drunk teenager was. He didn’t react anymore, he was under shock, so that the diagnosis that followed was not so difficult to define: alcohol intoxication. After the parents were informed, the ambulance started with its blue lights and its noise that boomed around. 30 minutes later the ambulance reached Bressanone and entered the parking lot of the hospital. What the doctors stated was not something nice: the 14-year old boy had a third level intoxication, that means a concentration of 2.5-4 per thousand alcohol in the blood. He was still conscious and that forced the doctors to act fast. Some phleboclyses were insert in the boy’s body to drain the superfluous quantity of alcohol. The teenager was very lucky: the next day he could go home and probably he and his friend have understood the lesson.



But how is our reality in Europe??

According to an Italian research on alcohol consumption, in the province of Como, the very first bear or glass of alcohol is drunk by 10.9% boys and girls at the age of 10, while 37.8% 15-19 year-old teenagers drink from once to five times a week 5 or more alcoholic drinks in 2 hours. There is not to wonder that every Saturday 5 people have to be brought to hospital due to ethylic coma. In fact 83.4% youth between 16 and 18 and 67% teenagers (13-15) drink alcohol on Saturday night, this brings to an evaluation of more than 900.000 young people under 16 that drink alcohol. We notice an increase of alcoholic drinks of 5.4% (46.2% in the year 1998 – 51.6% in the year 2001) in boys under 16 and an increase of 5.9% (35.7% in the year 1998 – 41.6% in the year 2001) in the girls under 16. In Austria, however, a new fashion has started spreading: the one of young people getting drunk to ethylic coma. In fact an article of the newspaper strongly criticized the 1.300 cases of ethylic coma that this year have been recorded (2007). German criminal law states that "drunkenness in traffic", foresees a punishment or a fine for those who drive a car under the effect of alcohol. Will there be some hope of European non-drinkers in the future?

The article 689 of the Italian Criminal Code foresees the prohibition to sell alcoholic drinks to young people under the age of 16. Those who don’t respect this law risk a fine from 516€ to 2.582€, from 15 until 45 days of house arrest to one year.

But let us see what kind of rules the government applies to guarantee for safety while driving:

As the law of March 30, 2001, Article 14 prohibits the sale of super alcoholics on highways.
Article 186, 2nd comma of the Road Code foresee that police is allowed to perform a check to verify the quantity of alcohol present in the driver’s blood. Moreover this law lowers the minimum amount to 0.5 per thousandth while driving.

" in Belgium, Denmark, Finland, France, Greece, Italy, Luxembourg, the Netherlands, Slovenia, Spain, Switzerland and Turkey, 0.5 ‰
" in Great Britain, Ireland, Liechtenstein and Malta: 0.8 ‰
